Someone said on another topic that some properties you actually buy rather than the tax lien, depending on the state, does anyone know what states these are?

Could have been me. In my state, California, if you don’t pay your real property tax for five years, the county tax collector will sell the property at public auction. These generally happen around October. You would have to contact each county tax collector for sale lists.
